Look for something easy to use, and priced right for your needs. You don't have to pay for some of the information online, but you may find that doing so will make your task of making a family tree a whole lot easier.
In your quest to make a family tree, don't rely on websites alone for your research. You should also use message boards to find information. There are probably other people out there who are looking for the same people you are, or they have already found them. You will find other genealogists to be helpful and willing to share. Also remember to make use of libraries and court records in your search for your long lost family members.
